Tinte/strategii pt mobilitate urbana/locala electrica (local targets and strategy for electric mobility). Cluj-Napoca ar putea deveni un leader in mobilitate urbana. Studiu despre avantajele oferite de mobilitatea urbana prin biciclete electrice si speed pedalecs plus vehicule electrice usoare/inguste. bugetareparticipativa.ro/depune-proiect Studiu fezabilitate despre infrastructura necesara. Impozitare vehicule electrice, avantaje fiscale, subventii pentru biciclete electrice. Avand in vedere implicarile care sunt multe si pe termen lung, Primaria ar putea face in primul rand un studiu pe baza careia sa se faca apoi o strategie pe termen lung. Exemple de masuri. idei care deja circula de ani buni in primarii moderne din Vest (Zagreb, Venetia, Bremen, Tczew/Polonia, Grenoble, etc).

# Evenimente de awareness, explicare pt populatie, studii perceptie populatie. Bosch Cluj a mai oferit la teste ebike ex la Jazz in the Park, dar fara sa se faca chestionare de perceptie.
# Primaria Bucuresti ofera subventii pt biciclete si a dat !? hotarare de Consiliu, instructiuni la Politie – “nu opriti in trafic tot ce circula sub 60km/h, pt ca o bicicleta (electrica) in plus pe strazi inseamna o masina in minus – decongestionare trafic, poluare mai putina. Clujul e intr-o situatie mai “dramatica” pt ca are o configuratie foarte compacta prins intre 2 dealuri.
# Statii de incarcare: in unele orase din Vest (si SUA) toate cladirile noi sunt obligate sa aiba panouri solare pe acoperis/sau si spatii verzi pe acoperisuri, plus ..?! statii de incarcare electrice daca au garaje parkinguri mari – in Cluj platforma Tetarom deja a facut asta.
# In Cluj exista deja proiecte pe cativa ani mai ales in zona centrala pt a reduce carosabilul oferit masinilor, extinzand pistele de biciclete si zonele pietonale. In vest tot mai mult se legifereaza s-pedalecs cu viteza pana la 45km/h, care rezolva viteza mai mare pt cei care vin de exemplu din Floresti dar poate vor necesita infrastructura speciala, in Vest s-pedalecs nu pot circual pe piste de biciclete sau pedalecs care au limiat de 25/h.
# Primaria Cluj cu Prefectura Cluj vor deja sa faca parcari unde zona metropolitana sa lase masinile intrand mai departe in oras cu mijloace de transport in comun sau biciclete. Aceste parcari poate ar trebui sa aiba si statii de incarcare, sau parcari speciale de biciclete.
# Au inceput sa apara firme de curierat cu bikes/ebikes/cargo bikes si in Cluj, firme ca FanCurier platesc lunar amenzi mari, au achizitionat deja cargo bike electric in program pilot. Institutii gen Posta sau Jandarmeria ar putea beneficia de ebikes pt zone cu pante in Cluj. In Zagreb un prieten a realizat ebikes pt Primari daca nu ma insel pt colectare gunoi din cosuri de gunoi in zone pietonale. Toate aceste linii necesita strategii de urbanizare, coordonare.
# China este lider mondial nu numai la productia de biciclete/ebikes, dar au si 80% din piata globala de ebikes!! Ultima moda la ei este ebike sharing!
# UE nu poate concura la productie, a inceput razboi vamal, asta va duce la oportunitati, firma chineze vor fi interesate sa mute productia/asamblarea in Europa, Clujul ar putea atrage investitori. Giant a pornit o investitie de 40milioane Euro pt productia de ebikes in Ungaria, Continental are investitii mari in Romania, Bosch are la Jucu.. Ungaria devine mare producator de ebikes in Europa, fabrici de biciclete ca cea de la Deva exporta peste 2/3 din productie in Vest. S-au dus acolo pt ca au primit avantaje – zona defavorizata, impozitare salarii. Prin stiudiul propus la Bugetare Participativa Clujul ar putea face strategii pe termen lung si in acest sens.
# Impozite locale, parcari si alte avantaje. Norvegia este tara europeana cu cele mai mari vanzari de masini pur electrice, urmata de Franta, Germania, Marea Britanie si Olanda. In 2016 electricele si hibridele au avut 40% din vanzarile de masini noi in tara cu 5,3 milioane de locuitori, iar in 2017 ponderea a ajuns la 52%. In afara de subventii, cumparatorii sunt scutiti si de taxa la cumparare, care poate depasi 25% din valoarea vehiculului si au o multime de gratuitati zi de zi: parcare in centrul orasului, scutiri de taxe la intrarea in tuneluri si pe ferryboat si dreptul de a merge pe banda de autouz. Intr-o tara cu autostrazi, tunele si tarife mari de parcare, aceste scutiri pot aduce, arata unele calcule, chiar si economii de peste 8.000 de euro/an.

The PRESTO Project (Promoting Cycling for Everyone as a Daily Transport Mode) is a project of the EU’s Intelligent Energy – Europe Programme granted by the Executive Agency for Competitiveness and Innovation (EACI).

A very significant example of such a bigger plan so far is Germany’s programme “Modellregionen Elektromobilität in Deutschland” 36 (model regions electro-mobility in Germany) launched in 2009. With this programme, the German Transport Ministry supports 8 regions with a total of € 115 million until the end of 2011. Further support till
2020 is anticipated. The programme is aimed at accelerating the introduction of electric vehicles with a view to making Germany leader in the electric mobility market. Electric bicycles were included in the call for proposals. Of the 8 selected regions, 4 have planned activities involving pedelecs. Berlin-Potsdam will put into service a fleet through pedelec sharing (see point 5.3). RheinMain will integrate pedelecs in the existing mobility chains. Rhein-Ruhr will add pedelecs to existing fleets. Oldenburg-Bremen will set up a Personal Mobility Center to guarantee the introduction of electric mobility including electric bicycles. The programme is part of the National Electromobility Development Plan aimed at speeding up research and development in battery electric vehicles and their market preparation and introduction in Germany. The German Federal Government is looking to have one million electric vehicles on the road by 2020.
In 2009, Rotterdam has started a pedelec project as part of an integrated plan to improve air quality and accessibility. The municipal services are using 25 pedelecs as service vehicles. The 15 municipal bike parkings are being equipped with battery charging points. The local council lends out 25 pedelecs, free of charge for one month, to companies that wish to stimulate sustainable means of transport for commuting. Employees can book these pedelecs on-line and try them out for one week.
The showpiece among pedelec projects is NewRide in Switzerland, which was introduced in 2002 to support the introduction of electric bicycles and scooters. It is part of SuisseEnergie, a government programme to promote energy efficiency and renewable energy. In close cooperation with municipalities, manufacturers, importers and dealers, NewRide offers a wide range of promotional activities and services: road shows, public relations, a website, product information, dealer training, dealer certification with NewRide logo, participation in regional exhibitions, … In 2008 for instance, NewRide organised, with the collaboration of 40 municipalities, 140 dealers and 10 electric bike brands, a total of 161 road-show days. Most of these were organised in the framework of a larger event related to mobility and/or health. NewRide has experienced that road-shows embedded in larger exhibitions attract more visitors. NewRide counted some 7,000 test-rides and 24,300 visitors, whereas 1,700 test vouchers were distributed. With these vouchers, consumers can go to any NewRide dealer of their choice for a free test ride. NewRide had 2,100 pedelecs available for these events.smart city500 de mașini au fost scoase din cartier și mutate în parcări din alte zone ale orașului. Edilii le-au oferit locuitorilor din cartier 400 de biciclete și scutere electrice și au deschis o școală de ciclism. Poșta a început să fie livrată cu vehicule electrice, iar oamenii erau transportați cu autobuze publice rapide spre mașinile lor, din 15 în 15 minute. Cartierul s-a transformat în cele din urmă.
